Vancouver Operations:

 

Handoffs:

  • Vancouver and Victoria Terminal may directly handoff aircraft departing their airspace to Seattle Center, upon reaching the border.
  • Vancouver Center may directly handoff aircraft to Whidbey Approach.
  • Seattle Center may directly handoff aircraft to Vancouver and Victoria Terminal (approach).
  • Departures from the Vancouver/Victoria area will only be given, at most, a climb to 16,000 ft at the time of handoff. Any additional climb must be coordinated with Seattle Center.

Descents:

  • Seattle Center should descend aircraft landing CYVR on the GRIZZ (RNAV) or PAINE (non-RNAV) STAR to 12,000 (Jet) or 10,000 (prop) at the EGRET intersection.
  • Aircraft landing CYYJ should be given no lower than 6,000.

 

Bellingham Operations:

 

The VATCAN Vancouver FIR shall provide terminal area control service (Approach) for the Bellingham Airport (KBLI), the VATUSA Seattle ARTCC shall provide local control (Tower and lower).

The VATUSA Seattle ARTCC shall delegate U.S. airspace around KBLI to CYYJ Victoria Terminal (ZVR if offline) on a continuous basis to provide terminal services for KBLI.

Airspace Limits:

  • ZSE delegates SFC-9,000ft and 30nm laterally from KBLI to Victoria terminal control.
  • Automatic pointouts are in effect for KBLI departures heading 205 clockwise to 070 degrees with ZSE and will be maintained/handed off to ZVR.

Procedures:

  • ZSE should handoff KBLI inbound aircraft at 9,000ft no closer than 30nm to CYYJ terminal.
  • Victoria terminal will clear KBLI departures on course and up to 9,000ft.

If no VATUSA Seattle ARTCC controller, including ZSE, is staffing Bellingham Tower, the VATCAN Vancouver FIR controller will provide all services for the airport.

If ZVR and CYYJ terminal are offline, ZSE will provide approach/departure service.
