1. PURPOSE:

 

This ARTCC Policy Statement (APS) describes the policy regarding requests to transfers into VATUSA Seattle ARTCC.

 

2. ROLES AND RESPONSIBILITIES:

 

This APS shall be maintained, revised, updated, or canceled by the VATUSA Seattle ARTCC Air Traffic Manager (ATM) and shall be effective unless there is a conflict with the VATSIM/VATUSA policies in which case they shall supersede these policies.

 

3. DISTRIBUTION:

 

This APS is applicable to controllers seeking to transfer into VATUSA Seattle ARTCC from another ARTCC or vACC/FIR.

 

4. CANCELLATION:

 

APS_004 v1.00 dated 06/01/2009 is canceled.

APS_004 v1.01 dated 10/01/2013 is canceled.

APS_004 v1.01 dated 10/01/2013 is renamed APS_003 v1.01 effective 10/01/2013.

APS_003 v1.01 is canceled.

 

5. BACKGROUND:

 

VATUSA policy allows each ARTCC to maintain a local policy outlining criteria to approve transfers into an ATCC. This document shall outline the transfer policy for VATUSA Seattle ARTCC.

 

6. TRANSFER POLICY:

 

a. The VATUSA Seattle ARTCC Air Traffic Manager (ATM) and/or Deputy Air Traffic Manager (DATM) will retain the right to deny a transfer based on the controller’s prior conduct and support of ARTCC and VATSIM/VATUSA policies as communicated by their current and prior ATMs and VATUSA staff.

 

b. Controllers requesting to transfer to VATUSA Seattle ARCC shall review and be prepared to comply with all ARTCC Policy Statements (APS) as published on the VATUSA Seattle ARTCC website prior to submitting a request for transfer. Controllers should be prepared to invest time and effort in participating in the VATUSA Seattle ARTCC training program and should only request a transfer if prepared to put in the effort. Controllers are encouraged to communicate with VATUSA Seattle ARTCC staff and members to confirm their decision.

 

c. Controllers requesting to transfer to VATUSA Seattle ARTCC that have previously been a member of VATUSA Seattle ARTCC must be in “good standing” with VATUSA Seattle ARTCC. “Good standing” shall mean that they had complied with VATUSA Seattle ARTCC policies and procedures and had no significant disputes that were resolved in favor of the VATUSA Seattle ARTCC during their time at VATUSA Seattle ARTCC.

 

d. Transferred controllers will be subject to the Facility and Equipment Certifications Policy (APS_006). No facility ratings for major tower, major approach, or center positions earned at other ARTCCs will be honored upon transfer. However, certified VATUSA Seattle ARTCC visiting controllers who transfer in shall retain all facility ratings earned at the VATUSA Seattle ARTCC.

 

e. Transferred controllers holding an Instructor rating shall surrender the Instructor rating and return to the last rating held, unless, a specific arrangement to transfer an Instructor into the VATUSA Seattle ARTCC Instructor Staff is made with the Training Administrator (TA), and approved by the ATM and the VATUSA Training Department.
